- Beaches, Islands & Coastal Waters: General Maritime Directorate (DIMAR) and the Colombian Coast Guard.
- National Parks & Natural Reserves: National Natural Parks Agency (Rosario Islands coral reef, Tayrona, Sierra Nevada).
- Afro-Colombian & Indigenous Communities: Prior consultation and agreements with local community councils (Palenque, Barú) and native authorities (Wayuu, Zenú).

To qualify for the Colombia Film Fund (FFC) administered by Proimágenes Colombia:
- Partner with an accredited Colombian production services company like Las Locaaales.
- Incur a minimum qualifying spend of approx. 455 SMMLV (~$140,000 USD) channeled through a dedicated Colombian fiduciary escrow account.
- Hire majority Colombian technical and artistic crew across applicable departments.
The return yields a 40% cash rebate on film services (camera rentals, grips, sound, lighting, local post) and a 20% cash rebate on logistics (hotels, catering, transport).
How does the 35% CINA Tax Credit work for international productions? expand_more
The CINA (Audiovisual Investment Certificate) provides a 35% transferable tax credit on total qualifying spend in Colombia. Unlike the FFC, CINA covers international streaming series, export commercials, music videos, animation, and video games.
The certificate is freely tradeable on the Colombian stock exchange (BVC). International producers typically liquidate CINAs with local corporate buyers at 92% to 96% of face value, turning the credit into fast cash liquidity in US Dollars.
